Pansus DPRD Kaltim Perform Hearing Meeting in Kaltara Discussing Legal Body Changes BPD Kaltim

The hearing was held by the Special Committee of the East Kalimantan Regional House of Representatives (DPRD) in North Kalimantan in order to explore the draft regulations they are collating in relation to the plan to change the legal entity form of BPD Kaltim from the Regional Company into Limited Liability Company.
 
The event was attended by the Governor of Kaltara, represented by Assistant II, deputy chairman of DPRD Kaltara, Head of Regions in Kaltara, both Tarakan Mayor, Vice Regent of Tana Tidung, as well as other representatives, and ranks of DPRD of each Kota District.

Most of the participants of the hearing hearings understood the plan to change the form of the legal entity and to be immediately realized in order to accommodate the implementation of the Law on Banking, Local Government, and other rules so that Bank red plate can be more optimal in its operational activities.

Chairman of the Special Committee of East Kalimantan DPRD H. Herwan Susanto, S.Sos conveyed in the new regulation later although the change of legal body of BPD Kaltim to PT is still closed, in the sense of not opening any shareholder from outside the Local Government, but the Basic Capital has been increased from Rp 3 trillion to Rp 10 Trillion. Where from the Authorized Capital has been divided composition that is for the Provincial Government. East Kalimantan at least 51% or Rp 5.1 Trillion and at most 49% or Rp 4.9 Trillion divided by 10% each for the Provincial Government. Kaltara, 60% for 10 Pemkab / Pemkot se Kaltim, and 30% for Pemkab / Pemkot se Kaltara.

For the fulfillment of this Basic Capital according to Herwan need a high commitment both from the Regional Government and its Parliament to be able to budget it every year to make the realization of capital deposit. Herwan asked each local government to make a regulation of capital deposit in BPD Kaltim multiyearncontract so that every year will be easy to be realized.

Herwan also mentioned that in the draft Perda they are currently stacking has entered the name of BPD East Kalimantan by accommodating the Province of North Kalimantan in accordance with the results of the RDU BPD Kaltim held on December 16, 2015 ago, which became the Regional Development Bank of East Kalimantan and North Kalimantan abbreviated BPD Kaltim Kaltara as Bankaltimtara.

H. Abdul Djalil Fatah as Vice Chairman of DPRD Kaltara who also attended the event very appreciate the accomodation of Kaltara in the name of BPD Kaltim in the future. PG. Kaltara is ready to become the new shareholder by depositing the initial share capital of Rp 150 Billion and is currently being discussed in the Pansus that has been formed by the Regional Representative Council of Kaltara.

Expectations of Pemprov. Kaltara in the future with the deposit of their capital will be in BPD Kaltim requested that BPD Kaltim can improve services in the region of Kaltara, especially Bulungan, one of which BPD Kaltim to build a more representative office building in Tanjung Selor City because now has served 2 Local Government, So it should be accommodated with a better place and service.

On the other hand, the President Director of BPD Kaltim also said that with the increase of BPD Kaltim Primary Capital in the future to Rp 10 Trillion and if it has been made deposits, it will be able to strengthen Bankaltim's future capital will be used to cover the risks that will arise, Increased long-term credit distribution, expansion of office and service network opening, increased LLL, IT development investment, products and services.

Forum hearings are hoped that with the change of legal form of BPD East Kalimantan in the future will be able to further improve operational performance and services to Local Government and the community.

If this law is enacted, there are still a few more stages to be taken to change the form of this legal entity such as the appointment of a Notary, registration to the Ministry of Justice and Human Rights, and Principle and Operational License to the Financial Services Authority.
